Dr Kevin (Uncle Dookie) O'Loughlin OAM was born on 23 March 1947 at Wallaroo Hospital South Australia, to Edmond O'Loughlin and Winifred Wanganeen. He was the third son and sixth child out of ten children. His siblings are Winifred, Edmond Jnr, Tim, Irene, Kevin, Neville, Colin, Bevan, Ingred and Brenton. He attended Point Pearce Mission Station school until Grade 5 and then he was intergrated to Maitland area school in 1959.

In 1960 O'Loughlin was the first to start butter fishing with a spear gun. From 1961 he worked on the Mission as a general farm hand that included welding, motor mechanics, grave digging and ambulance driving.

O'Loughlin married Joan Chester at Point Pearce on 14 December 1968 at the Church of England church at Point Pearce.

In 1980 O'Loughlin was a student at the Aboriginal College in North Adelaide. In 1981 he commenced a traineeship with the Aboriginal studies teaching resource unit. He became a coordinator of the unit in 1982. Then in 1985 at the request of the Education Department, O'Loughlin developed and trained Aboriginal teacher aids in Aboriginal studies.

As a result of the training, O'Loughlin was asked to train Aboriginal tour guides for a company called Tour About Adelaide. Training took place in Belair National Park, Innes National Park, Cleland National Park and Brookfield Conservation Park. Instruction was provided on artifacts and developing an interpretation trail.

During O'Loughlin's time teaching he helped implement and developed many Aboriginal progams relating to Narungga history and dreamings such as Buthera Rock and Winda the Owl. He trained many non Aboriginal teachers and students.

O'Loughlin received the following awards:

2006 Order of Australia for reconciliation and Aboriginal studies
2006 Certificate IV in training and assessment
2009 Contribution to the Narungga and Point Pearce history and culture
2009 City of Port Adelaide and Enfield Aboriginal and Torres Strait Islander Awards

O'Loughlin served in the following committees:

O'Loughlin's collection consists of 281 slides from Point Pearce and surrounding areas, obtained from Mrs McIntyre and Ms Channell, teachers at Point Pearce.
